TL;DR
- The platform is lawful where it is allowed to operate. The contract is with Fenix International Limited in England and Wales.
- Users must be 18 or over. The acceptable-use rules forbid sexual content involving anyone younger.
- OnlyFans told Ofcom it has some countries where the site cannot be used, described as high-risk regions. The names were not in the public answer.
- Roundup “banned country” lists online do not trace back to that answer. We are not reprinting them.
- A country where the site loads can still block a card or a payout. Where fans and spend concentrate is a different map: statistics by country.
Legal for the company is not legal for every user
Fenix files accounts in the UK. Creators and fans still have to follow the law where they live: age, sexual-content rules, tax, and banking. The terms say your rights can vary with where you reside, and they let OnlyFans refuse service. A page that ranks countries by traffic is not a legal opinion. The country desk on this site is demand and spend, not a permit.
What OnlyFans has said about blocked countries
In a public response to Ofcom, OnlyFans said it stores a registration geo-location, that the site is over 18, and that there are some countries where the website cannot be used, called high-risk regions. It did not name them in that response. Until OnlyFans publishes the list, a blog that names China, Iran, or a Gulf state as “banned by OnlyFans” is not quoting OnlyFans. Local censorship and a bank that declines adult-merchant charges are real, and they are not the same fact as an OnlyFans ban list.
If the site does not load, or Banking offers no payout method, that is the practical restriction. Guessing a VPN around a block is not a step this page will give. It can also break the terms and the local law.
Age is the rule that is not ambiguous
The acceptable-use policy forbids using OnlyFans to exploit anyone under 18 or to show them sexual content. Creators upload identity documents. Fans can be asked for extra checks based on where they live. The state-by-state picture in the US, and the UK regulator’s age-check case, are on OnlyFans age verification.
Where these figures come from
- Terms of Use and the acceptable-use policy: 18+, Fenix International Limited, rights that vary by residence.
- OnlyFans’ response to Ofcom’s video-sharing-platform consultation: some countries cannot use the site; those countries were not named in the public text.
- OnlyCrawl country statistics for where use shows up in the data. That page is not a legality map.
